NRRP and NextGenerationEU: The Final Year
by MoS Editorial Team
NextGenerationEU is the instrument the European Union used to fund the recovery after the pandemic. In Italy it takes the form of the National Recovery and Resilience Plan (NRRP, or PNRR in Italian), worth over €190 billion in grants and loans.
The Plan is organised into missions: digitalisation and competitiveness, green transition, sustainable mobility, education and research, inclusion and cohesion, and health. The 2023 revision added a REPowerEU chapter dedicated to energy.
The EU facility that funds the NRRP ends in 2026, and milestones and targets must be met by then. Anyone applying for an NRRP call today therefore faces tight implementation timelines, which should be checked carefully before submitting.
Many of the Plan’s priorities, such as the green and digital transition, research and competitiveness, remain fundable afterwards through other instruments: Horizon Europe, Digital Europe, Cohesion Policy funds and national incentives. The key is choosing the instrument that fits each project and its timeline.
